The Pavilion Central School District is located in the town of Pavilion on Route 63 in Genesee County. Students from Wyoming, Genesee, and Livingston counties make up the student population.

    II. PE Plan
    A. Program Goals and Objectives
    Pavilion Central School District students will become competent in numerous activities that comply with the National learning standards and New York State learning standards for physical education.

    National Standards for Physical Education
    1. Demonstrates competency in many movement forms and proficiency in a few movement forms.
    2. Applies movement concepts and principles to the learning and development of motor skills
    3. Exhibits a physically active lifestyle
    4. Achieves and maintains a health-enhancing level of physical fitness 
    5. Demonstrates responsible personal social behavior in physically active settings 
    6. Demonstrates understanding and respect for differences among people in physically active settings
    7. Understands that physical activity provides opportunities for enjoyment, challenge, self-expression, and social interaction

    New York State Framework Standards 
    1. Personal Health and Fitness: Students will have the necessary knowledge and skills to establish and maintain physical fitness, participate in physical activity and maintain personal health
    2. A Safe and Healthy Environment: Students will acquire the knowledge and ability necessary to create and maintain a safe and healthy environment 
    3. Resource Management: Students will understand and be able to manage their personal and community resources

    Title IX Statement
    Pavilion Central School District affirms the right for every student to participate in physical education, intramural, and interscholastic activities without regard to sex. In addition, the school district does not limit one sex in enjoyment of any right, privilege, advantage, or opportunity.

    District Philosophy And Goals
    1. District Philosophy – Physical education is an integral part of the total educational program. It is that phase of education, which provides an opportunity, through activity, for physical, mental, and social development and improvement of the individual to meet the challenge of life.

    Physical education plays an important role in the development of the whole individual with an activity for every boy and girl and a program of physical fitness that will place students in the best physical condition. The program strives to develop physical activities, skills, knowledge, emotional stability, a spirit of fair play, a sense of accomplishment, and provides the experience of having competition with other classmates.

    The physical education program aims for a strong, health body and mind that are coordinated to meet life’s physical and mental demands.

    The foundation of the physical education program is activity: a. Activity involves doing, not lengthy explanations.

    b. During activity students may be in a variety of different settings both inside and outside to meet desired objectives.

    c. Activity can include a repetition of skills and knowledge through competition. d. Activity is fun and reduces the inhibitions of students. Physical education includes many activities that will enable the student to carry over into adult life interests, attitudes, and skills that will help him to enjoy fully a healthy, wholesome life and worthy use of leisure time.

2. District Goals -
a. The student is knowledgeable regarding physical fitness in order to maintain a high state of physical fitness.
b. The student is knowledgeable about the basic structures and functions of the human body.
c. The student is able to exhibit skills appropriate to a wide variety of physical education activities and sports.
d. The student values participation in sports and other activities throughout life.
e. The student is able to apply desirable health and safety practices when participating in physical education activities and sports.
f. The student is knowledgeable about rules and is able to apply strategies in a variety of physical education activities and sports.
g. The student demonstrates the personal qualities of self-control, selfconfidence, good sportsmanship, and respect for others that enable him/her to work and play with others for common goals.

D. Bunce Elementary School –
Grades K- 5

1. 40 minute PE class every other day.
2. 10-15 minutes of movement education on the days opposite PE led by the classroom teacher under the direction of the physical education staff. This will be documented in each teachers plan book. Plan books will be collected by the school administrator and checked for accuracy.

Pavilion Junior High School –
Grades 7-8

1. 40 minute PE class every other day.

Pavilion Senior High School –
Grades 9-12

1. 40 minute PE class every other day.

C. Physical Education Curriculum Title IX of the Education Amendments of 1972 states that:
"No person in the United States shall, on the basis of sex, be excluded from participation in, be denied the benefits of, or be subjected to discrimination under any education program or activity receiving Federal financial assistance..." —United States Code Section 20,

D. Adapted Physical Education
a. Integration: Students are mainstreamed into PE class when possible to create the least restrictive environment. If necessary, a student aide assists the PE staff.
  
b. Special Classes: Many situations require students to have an individual adapted physical education (APE) program per a student’s IEP. This class will be provided by certified physical education staff. Examples of individual adapted physical education plans are in Appendix .

c. Classroom Aides: If a student has an aide assigned to them, the aide follows the student in the regular PE class and in the APE setting.

d. APE evaluation- Effectiveness of the adapted PE\integrated classes will be monitored by the PE staff and the annual review of each APE students IEP.

G. Personnel
Pavilion Central School has a part-time athletic director, a department head, and a director of PE who is the current high school principal. The director of PE has all of the certifications required to be an administrator in the district.

At Pavilion Central School all physical education classes are taught by NYS certified physical education teachers. There is one full time and one part time PE teacher at D. Bunce Elementary School. At the Jr/Sr. High School there are 3 full-time PE teachers and one part-time PE teacher. PE personnel are encouraged to attend the NYS Health and Physical Education conference that is held annually.

Classroom teachers at D. Bunce Elementary School are required to supplement the PE that students are receiving with 30 minutes of PE on non PE days. This will be done under the supervision of qualified PE teachers and will be documented in the teachers plan book. Plan books will be collected by the building administrator and checked for accuracy.

H. Facilities
Pavilion Central School District has a number of teaching stations available through the year for its students.

a. Elementary facilities include: cinder track, soccer field, baseball field, fitness trail, elementary school gymnasium, play ground, rock wall (traversing).

b. Jr/Sr high facilities include: One large gymnasium, one small gymnasium, fitness room, weight room, baseball field, softball field, multipurpose field, outdoor basketball court, tennis courts, and an all-weather track.

c. Intramural programs: have the use of any of the facilities used for PE.

d. Interscholastic programs: have the use of any of the facilities used for PE

e. Community use: Community members have the use of the all weather track, fitness, and weight rooms. They may also use the fields on the school grounds as long as there are no classes taking place or any interscholastic competitions.

I. Administrative Procedures/Policies

a. Physicals: See coaching requirements in Appendix E.

b. Fitness testing: PE staff will administer the Fitness Gram test in the fall and spring of every year. All results will be sent home to parents in a letter that outlines the results of the test and their implications. The mile run time will also be used in the fall and in the spring as part of a students grade.

c. Class size and grouping: All PE classes are to have no more that 25 students in each individual class when possible. PE classes are coed unless a unit of study would required it to be non-coed (i.e. Wrestling).

d. Use of non-school facilities: It is not the practice of the Pavilion Central School District to use any non-school facilities for implementation of the PE curriculum. Non-school facilities are used in special circumstances, for instance field trips that would require the use of non-school facilities.

e. Supplemental Personnel: the Pavilion Central School District does not use any supplemental personnel during PE classes unless required by a students' IEP. Any supplemental personnel that may be used would need to be approved by the Board of Education.

f. Summer school is not offered at Pavilion Central School for PE.

Safety:
Physical education instruction requires that safety practices be designed and implemented. All activities should be conducted in safe and healthful environments. Safety in physical education is more than proper matting, or equipment; it is an attitude that must be instilled into each participant.

A safe attitude leads to sound safety practices, where students and teachers work together to prevent injuries. Students are encouraged to participate safely and are rewarded for following proper safety rules and practices.

Several factors should be considered when formulating rules and guidelines concerning safety, such as:
Clothing – all students participating in PE and other extracurricular sports, are required to wear sneakers and to remove all jewelry.
Supervision – all aspects of the program (class instruction, intramural, extramural, interscholastic) must be carefully supervised. Mandatory supervision of locker rooms is of particular importance since accidents often occur there.
Equipment and Facilities – All equipment and facilities must be checked on a regular basis. Athletic fields, gymnasiums, weight rooms, and other indoor and outdoor activity areas must be carefully inspected by qualified personnel. Once completed, areas, apparatus, and equipment found in need of repair should be repaired before they are used by participants.
Organization – Sound organizational procedures tend to reduce injuries. Programs should be planned to provide a variety of experiences and meet the needs of each student. Selection of Activities – Activities should be appropriate for the motivational and skill levels of students. Teaching progressions should be followed, and students should have basic competencies before they are permitted to attempt intermediate and advanced skills. The skill or activity being taught should be appropriate for each student. The health, welfare, and safety of students should be the first consideration in planning all aspects of the physical education.

h. Alternative Physical Education: As a district we do not subscribe to the philosophy of offering a waiver for physical education. Every student is expected to participate in physical education on a yearly basis.

J. Athletics
a. Intramurals- Intramurals are offered to all students at Pavilion Central School regardless of athletic ability or special needs. They will be grouped accordingly by the individual running the intramural program.
b. Extramurals- we do not offer extramurals at Pavilion Central School
